Year 2005 was the seventh year of organization's operation. On 21st September, 2005 hitherto name "Towarzystwo Wspierania Elektrowni Wiatrowych VIS VENTI" / VIS VENTI Association for Supporting Wind Turbines / was altered to "Polskie Stowarzyszenie Energetyki Wiatrowej" / Polish Wind Energy Association /.
In year 2005 the Association continued its lobbying activity for improvement of existing and creation of new legal provisions applicable to renewables, in particular to wind power. The mainstream of the activities was oriented on combating legal, administrative and technical barriers to wind power development.
Most of Association's works focused on preparing amendments and comments to drafts of acts and executive acts prepared by the Ministry of Economy, and on submitting own projects of legal provisions related to wind power.
PWEA's activities in year 2005 related to the amendment of the Energy Law were continuation of the activity in this field commenced in year 2004. As an effect of these works provisions favoring RES development were introduced to the draft of the Energy Law amendment - among them those regarding the separation of certificate of origin and energy or change in the way of substitution fee calculation (specification of minimal certificate buy out price at the level of 240 PLN). Due to PWEA's activity provisions precising that only construction part of the wind turbines shall be considered as construction were introduced to the amendment of the Building Law, what in consequence is reflected in the way the real estate tax for wind turbines is calculated.
In year 2005 the Association established close cooperation with Towarowa Giełda Energii S. A. / Polish Power Exchange / insofar as preparing detailed rules for turnover of proprietary interest, actively participating in commenting documents regulating the rules of operation of the new electricity turnover market prepared by the TGE. Members of the Board prepared opinions and comments to the following documents: By-laws of Register of Certificates of Origin, By-laws of the TGE and Conditions for turnover of Proprietary Interest to Certificates of Origin.
The Association actively participated in expressing opinions on auxiliary documents defining the assumptions of Governmental administration insofar as renewables. Remarks and comments to Poland's Energy Policy until 2025, Time Schedule for Realization of Executive Measures Specified Within the "Energy Policy of Poland Until 2025", Initial Draft of the National Development Plan for years 2007-2013, Sectoral Operational Programme - Environment.
As continuation of meetings of representatives of the renewables industry with the representatives of Governmental administration authorities and institutions responsible for shaping the sector the VIIth Wind Energy Forum was held in Warsaw on 14th January 2005. The meeting was organized under the name: "New rules of the renewables market and power exchange mechanisms ". The Forum was completely devoted to presentation and discussion of new rules for operation of the green energy market in Poland stemming from introduction of turnover of tradable proprietary interest attributed to certificates of origin. The guests were: Secretary of State in the Ministry of Economy and Labor - Jacek Piechota, Undersecretary of State in the Ministry of the Environment - Tomasz Podgajniak Director of Energy Safety Department in the Ministry of Economy and Labour - Zbigniew Kamieński, President of Polish Power Exchange S. A. - Grzegorz Onichimowski, Commercial Director of Polish Power Exchange S. A. - Marek Kuteń and policy Director of the European Wind Energy Association - Christian Kjaer. Over 70 participants attended the meeting, what is a clear proof for increasing interest in the subject and for demand to management of dialogue of parties engaged in the development of renewable energy sources.
The Association also actively participated in domestic and international industry events, often taking part in their organization. The Association was invited, inter alia, to:
- Participate in the Global Wind Energy Council - global industry forum associating companies and associations operating in the wind power industry (Brussels, 09.03.2005);
- Organize a panel on wind power during the "Renewable energy sources - current status and development perspectives" Conference, accompanying the ENEX - New Energy Renewable Energy Sources Fair, (Kielce, 16-18.03.2005);
- Manage part of the "Certificates of origin and green certificates in practice" conference (Warsaw, 18.10.2005);
- Participate in consultations of the Sectoral Operational Programme Environemnt for Priority IV - Support to use of renewable energy sources during POLEKO fair (Poznań, 16.11.2005);
- Participate in the "Tradable certificates vs. profit" debate organized during the "Is certification a way towards the competition and effective operation of market mechanisms in the power industry" conference (Warsaw, 23-24.11.2005);
- Give a speech on current status of wind power development in Poland during the "Perspectives for development of offshore and onshore wind power" conference (Gdańsk, 24.11.2005);
- Present during the "Renewable energy sources in research and development and development programmes in Poland" seminar organized within the CEERES project the directions of research insofar as the use of wind power in Poland proposed by the PWEA (Warsaw, 2.12.2005).
Moreover, PWEA's Board participated in the works of inter alia Social Programme Council for the Development of Renewable Energy and Polish Energy Certification Association - subject engaged in supporting new sources of renewable energies.
2005 was a very active year for the Wind Power Workgroup established upon PWEA's initiative during the VIth Wind energy Forum in September 2004. 7 meetings with representatives of the operator and distribution companies were held in year 2005. Main issues included: introduction if initial fee, redistribution of substitution fee, changes to the Transmission Grid Traffic and maintenance instruction and deadlines in investment connection process. Disputable issues included: problems of technical energy balancing on operators' side - lack of defined way of wind turbines' operation in the system, energy scheduling problems for the needs of commercial companies or problems stemming from implementation of Transmission Grid Traffic and Maintenance Instruction by the operators.
Apart from that PWEA continued its cooperation with European Wind Energy Association. In 2005 initial talks regarding the organization of European Wind Energy Conference & Exhibition in Poland in the future were managed. Moreover, being EWEA Member the Association has access to knowledge on best practices used throughout the industry, to technical innovations and sectoral events in Europe and throughout the world. As a result of cooperation with EWEA there was also the publication in EWEA's "Wind Directions" bi-monthly magazine regarding the wind power market in Poland as the most promising market among Easter Europe countries that became European Union Members.
In relation to the change in Association's name in year 2005 also the PWEA's website was updated. They contain the most important information regarding PWEA's activities, encouraging potential members to cooperate with the Association.
Members of the Association were informed without delay in electronic way on all activities taken by the Board insofar as expressing opinions to and preparing legal acts applicable to RES. They were also invited to express their opinion on selected documents, informed on changes to the law or on industry events in Poland and abroad.
In 2005 three new supporting members including one sponsor, have joined the Association.
