Summary of PWEA press conference concerning the National Renewable Energy Action Plan draft


Due to the situation related to the publication of the draft National Renewable Energy Action Plan (NREAP) by the Ministry of Economy, PWEA on 10 June called a press conference. The meeting attracted numerous representation of journalists interested in the renewables market in Poland, what is a tremendous success given the very short notice.

During the press conference PWEA briefed media representatives on those fragments of the NREAP which are related to the most significant threats to the RES sector. In the opinion concerning the draft NREAP sent by Polish Wind Energy Association to the Ministry of Economy PWEA calls the government to reject the National Renewable Energy Action Plan due to many flaws of the draft.

The press conference was opened by PWEA President, Mr. Jarosław Mroczek, who welcoming the attending guests expressed his hope that the conference will contribute to the journalists distributing the crushing information concerning the numerous flaws of the strategic renewable energy market document, which the Government is planning to send to Brussels this month.

Jarosław Mroczek, President of the Polish Wind Energy Association said that if the plan is presented in its current wording, the European Commission will send it back for corrections. Even a superficial analysis demonstrates that the national biomass balance does not match, by as much as one third of the mentioned values.

Krzysztof Prasałek, PWEA Vice-President states that the most significant flaw of the document as well as the most likely reason of its other imperfections is the weakness or even lack of analytic part. The draft NREAP does not use the tools appropriate for such a complex forecasting works. The presented scenarios, including the recommended renewables development forecast until 2020, lead to many doubts and are not credible. Furthermore, it is difficult to find in the document an attempt to optimise the costs of achieving the targets. Such an approach of the authors caused that particular parts of the draft are incoherent or event contradictory. As noted by Vice-President K. Prasałek, the most striking example is the proposed total share of biomass in each of the final markets, which differ significantly from the balance of its resources. Both values demonstrate very high deficit of biomass, what is crucial, for it is – in the opinion of the authors of the NREAP – to contribute as much as 80% of green energy in 2020.


Mr. Krzysztof Prasałek, Vice-President of Polish Wind Energy Association, emphasized that the document does not expect the offshore wind sector to develop by 2020 despite the fact that most EU countries decided to promote this very technology; furthermore, the NREAP does not forecast the use of electric vehicles, whereas the first stations for such vehicles are already being installed in the Polish cities. Moreover, PWEA indicates that the scenario for the development clean coal technologies selected by the Ministry of Economy is the most expensive solution to fulfil the EU climate and energy package. However, the NREAP does not discuss the implementation costs of such policy.

Mr. Jarosław Mroczek, President of Polish Wind Energy Association concluded the Press conference with a statement that it would be better for Poland if the Government rejected the National Renewable Energy Action Plan (NREAP) despite the consequences from the European Commission, and commenced its development from the beginning.
